Hamburg State Ministry of Labour, Social, Family Affairs and Integration (BASFI) , , Advisory Network on Prevention and Deradicalisation

The concept for preventing and combating religiously motivated extremism and anti-Muslim discrimination, which was adopted in 2014 and further developed in 2016 and 2018, takes an holistic societal approach. It provides for strengthening interagency cooperation, raising awareness and activating state regulatory systems (including existing advisory structures), involving religious communities and civil society in prevention work and developing expert knowledge and the necessary support structures. The target groups are all Hamburg residents who are potentially exposed to radicalisation and/or anti-Muslim discrimination.

The implementation of the concept and its continuous technical development is controlled by the following authorities involved: Authority of the Interior and Sport (BIS), Authority of Education and Vocational Training (BSB) and Authority of Justice (JB), under the auspices of the Ministry of Labour, Social Affairs, Family and Integration (BASFI), with the involvement of the Advisory Network on Prevention and Deradicalisation.

The advisory network, which has been in existence since October 2014, is a collaboration of the above Hamburg specialist authorities, district authorities, the Muslim and Alevi religious communities, prevention projects and the Legato counselling centre for relatives and radicalised persons who seek to distance themselves from their extremist views.

The aim of the specialist network is to create a common knowledge base, to make the diverse theoretical and practical skills of the network members available across the board and to ensure the integration of all measures.
In work packages, the network determines requirements for prevention work, exchanges best practice and develops concepts for prevention projects with complementary approaches.
