Hessian Ministry of the Interior and Sport , , Hessian Information and Competence Centre against Extremism (HKE)

Under the responsibility of the Hessian Ministry of the Interior and Sports (HMdIS), the Hessian Information and Competence Centre against Extremism (HKE) has been coordinating and networking interdepartmental and inter-organisational state-wide efforts to prevent and intervene against anti-constitutional efforts since 2013. The HKE pursues a cross-departmental approach: it centrally records and coordinates state-wide initiatives for prevention and intervention against anti-constitutional efforts in the areas of right-wing and left-wing extremism and Islamism.

The "Hessian Prevention Network against Salafism", founded in 2014, enables targeted education of at-risk youths, effective exit assistance for those already radicalised and professional advice and counselling for relatives. These measures are carried out by the Hesse Advice Centre, which is operated by the "Violence Prevention Network" (VPN). In security-relevant cases, the measures are carried out in consultation with the Hessian security authorities, co-ordinated by the Hessian State Office of Criminal Investigation. A specialist advisory board, which currently has around 30 members from governmental and non-governmental organisations, provides strategic guidance and support for the prevention network. In its function as the state coordinating body, the HKE ensures that the prevention network can also be used as an exchange forum for state and non-state players in this area.

In addition, a large number of prevention projects in the area of Islamism/Salafism are carried out within the context of the state program "Hesse – active for democracy and against extremism". These projects range from needs-based workshops, e.g. to raise awareness of recruitment strategies of Islamists, through additional training for multipliers such as teachers in dealing with manifestations of religious discrimination, to measures aimed at developing and implementing strategies for deradicalisation processes on a local level.

In addition, the state programme offers financial support for prevention projects in Hesse in all aspects of this area.
